Will high history of arrears and an delay of one year completion in bachelors be a problem for visa acceptance ??

I received refusal letter today, one day after correspondence letter about biometric.
It was my second application for January intake, Humber college.
Application submitted : 16th October
Correspondence letter: 7th November
Refusal letter: 8th November
Degree: postgraduate certificate

do you apply again?!
