Nope, again you got to understand that there is absolutely no logic behind the points and no. of draws that happen in a month. If you look at the historical data, there were 2 draws that had 450 as cut off last year, one in September and another in October. While both these months had 2 draws each, so trying to make sense out of these no. of draws and cut off gives no use. I'd suggest you to not wait up for a draw to come down to 450, rather work to raise your points. See if there is something you could do to raise your score or as you said see if you are eligible to apply for PNP and get that to assure a seat for yourself
Agree with the advice that one must try everything possible to increase their points but this is an incorrect statement. The cutoff is a direct fallout of the number of draws in a month and number of ITAs granted per draw.

They did not miss any draw last year- they said, categorically, that they were looking at having up to[/b[ 25 draws in 2015, and having 24 ones meets that criteria.
I believe that someone made calculations, and they reached the conclusion that June 2016 will be the next month with three draws.
