Is the 48 hours still in force to apply for a passport after the Oath? or someone can apply the same/next day? as I read somewhere that you can apply immediately these days and a friend needs to go to the US right after the oath

There was a post from one person (can't remember who) who had to travel soon after oath. They said they talked to the CIC staff at check in for the oath and they were able to put a rush on it so the applicant applied after 24 hours.
Advise your friend to talk to the CIC staff at check in to ask if there's anyway to rush things due to whatever important business your friend needs to attend to.

Check it out, there's lots of good information there for your friend or for others looking to travel soon after oath.
He had his Oath on March 19 and got the passport on March 20 at 4pm. But check for the details and tips in the message. There's no guarantees, but there may be a chance.
If travel through border from USA to Canada by private car need only canadian citizen certificate and ID card to get in Canada, if no canadian passport.
