We (Myself, Wife and 2 children) plan to land in Calgary in April this year. We do not have any friends or relatives whose address we can provide to receive our PR cards.
We are based in the UK and it will not be possible for us to stay in Canada for longer than 2 weeks. Are there any agencies which provide services of receiving and forwarding our PR cards for a fee ? If not, can you please provide us some suggestions ? Also, do we pay for our PR cards online before we land or is this something that can be done in the airport immediately after landing ?

You don't have to pay any fees for PR cards for the first time landing. It is done automatically at airport and immigration officer will ask you for a Canadian address to forward your PR cards...Thanks

yes you can give a po box addres as i did for landing but when i talk to the to the owner (ups store) he told me that it is illegal to send pr card out of the country, you cannot even send a driver lincense out of the country

Yes you are right and it is illegal if you follow Govt guide lines but many people have been doing it and even on this forum people did that and used UPS...

I plan to do my first landing in Calgary with family in April
We plan to be there for 1 week before returning back to the
UK where I am currently based. Is there any minimum number
of days that we have spend in Canada upon our first landing ?
I plan to stay in the UK until July 2015 before moving to Calgary
for good. Will there be any issues with us shipping our personal
effects and carrying valuables at that time ?
