My brother has applied for TAV college in Montreal
Is this a Private College?
And do we get 3 years of PGWP after completing the studies of 2 years?

Yes - it's private. I would pick a different school (public). There have recently been some issues with private colleges in Quebec and it's risky to pursue a study permit at a private institution at this time.

I would recommend your brother stay away from private colleges. Too risky and they have a bad reputation / poor level of education.

Pick a public college instead.
