As stamping is a very simple process, we can get it back in a week as well. It all depends on the volume of passports they receive.
But 15-20 days is their specified timeline which can go upto 30 days based on the volume of passports they receive.
The main reason of the delay is that the IRCC has now limited the stamping process to New Delhi, while the same was happening from multiple locations including Bangalore earlier (before the incident of reducing the IRCC staff due to diplomatic issues).
