PGP is the only other option. It opens next year, Jan 2, 2017. It accepts 10,000 completed applications on first come first serve basis. You can apply provided that you can meet lico requirements for 2013, 2014 and 2015. You can add your spouse as co-signer if you do not meet the lico requirement by yourself (if this applies to you).
Thanks....so LICO requirements must be for the last 3 years? This would mean I cannot apply as soon as I begin my job in Canada, which essentially means Super Visa is the only option (and H&C takes 39 months to process on average, as per CIC website)
- Yes, that could very well be a problem. To be approved for a super visa (even a regular visitor visa), your mother will have to demonstrate ties to her home country. Does she own any property? Have other assets that demonstrate ties? Keep in mind that a super visa doesn't allow her to move to Canada. All it does is let her visit for longer periods of time.
If I add my mother as a co-owner of my property (apartment in India), will that help? It's in my name and wife's right now. Mother's name can be the third one. If that works as a proof of sufficient ties back to India, I can do it.
my sister is permanent resident of canada since 2010. she want apply super visa for our Maternal grandmother .she have meet lico requirment. i would like to ask that Maternal grandmother is in under PGP category or not? & can she apply super visa for her or not.

Since you mentioned you have a wife, that means you need to meet LICO requirement for family size of 3, (you, your wife and your mother, no children) for 2013, 2014, and 2015.

It may and it may not. Adding your mother as co-owner to your property doesn't mean your mother has to leave Canada, since you (as owner) can be the one to leave Canada to resolve any issues with the property, leaving your mother in Canada.
Is it possible to include my mother as a dependent in my PR application, along with my wife? If yes, any particular documentation stating she is dependent on me? I haven't applied yet.

You cannot add your mother as a dependent. This only applies to your children who are 18 or younger. You cannot add your wife as dependent either. You only list your wife as spouse / common law in application. Not dependent.

I'm confused. In your original post you said you were moving to Canada in a few months on PR. That would indicate you have already applied and been approved. Regardless - your mother cannot be included as a dependent.

If someone plans to sponsor their parent(s) for PR in 2017, they need to prove the meet LICO (low income cut off) for 2013, 2014 and 2015 through providing Canadian tax return statements for all three years (2016 isn't included since 2016 tax returns aren't available by January). The LICO level you need to meet is based on you + the number of dependents already in your family + the number of people you are sponsoring. Additionally, the income from all three years must be from Canadian sources.

So having never worked in Canada. If I were to land in Canada in July 2016. I will need tax return statements for 2016, 2017 and 2018 before I can apply in Jan 2020 for my parents?
