Is it necessary for him to book his return tickets before travelling ?
Can an immigration officer refuse his entry given that his visa and passport expiry date are close to his travel date and he doesn’t have a return ticket ?
We plan to apply for new passport and two-year super visa extension from inside Canada once he is here in Canada. Please advise.

You aren’t applying for a supervisa extension but an extension of his stay in Canada depending on how long he is granted. To apply for a new supervisa he will have to leave the country. Would verify with the airline whether he needs a return ticket to board the flight.

Online says 199 days, however if he only intends to extend his stay by couple of months, then the the visitor extension will not even process in that time.
Can he leave the country while the visitor extension is being processed ?
I think he would have to start over if he left the country while visitor extension being processed. He would have to get a new supervisa to re-enter the country.

Yes you can leave the country while extension is being processed. Please notify IRCC when your parent leaves Canada. You can still be required to complete a medical even if your parent has already left Canada if it is requested.
