My mom's passport is expiring in March 2018 and she has super visa until that date. We will be renewing her passport here in Canada before March 2018 but want to know if we can apply for visitor visa again from within Canada.

But her visa on passsport is only until her passsport expiry date which is March 2017. So she cannot apply for TRV while in Canada?? then i guess no point renewing her passport here and she can do that back home.

You are not applying for TRV, forget about the TRV that is expired in the passport, you are now applying for EXTENSION of stay, but you must renew the passport first before applying for extension.
