It is a fairly simple conclusion to make. Asylum and PRRA refusal means that Cansda has determined that they are not at risk in their country. That means it was not a genuine asylum request. It would appear it is more likely that they wanted to stay with their children and grandchildren here in Canada and chose to apply for asylum to try to do that.

No one is suggesting your parents didn't feel they needed to apply for asylum, what is being noted is that the government determined that their claim for asylum wasn't substantiated. That unfortunately means it wasn't a genuine claim for asylum.
Now, while your parents may respect the process and may intend to respect the terms of a supervisa, it's unfortunately exceedingly unlikely they'll get a supervisa because they claimed asylum and failed in the claim.
I'm just going by what the government of Canada has determined. They refused both asylum and PRRA and are removing your parents. That means they are not at risk in their country and did not have genuine case.
