My friend applied for Work Permit extension without LMIA, he just sent the application with an employment letter (just listing what he does and his position). Does it mean that the application will be rejected?

I applied for BOWP on May 20 2019 and I got the approval today ( it took 106 days). It looks like they have a delay with the processing.

I applied on June 20th. cic told me I shall get mine by 26th sept i am flying to India on october 27th and I need to get a work visa once I receive my work permit. everything is messed up in here.
