I want to go to Ottawa, which is the place I selected when I opened my EE account. As it is closer to Montreal I wanted to land there. But I have not found any clear idea/experience about landing in Montreal for PR applicants who are not under the QSW program. My questions are:
1. Will they process my papers at all if I am not QSW?
2. Will they process it if I have a forward destination ticket?
3. Should I take any other precautions if I want to go to Ottawa through Montreal as it is in another province.
Any help in this regard will be highly appreciated. Thanks.

There are NO issues with landing in Quebec without a CSQ as long as you are able to demonstrate to the immigration officer that you will not be settling in Quebec. Therefore, don't offer an address in Quebec for your PR card to be sent to, etc.
