Submitting passport in different country after receiving message of TRV application

Hi everyone, I hope everyone is fine.
I received a message stating that a decision has been made on my application and I need to provide my passport for final processing. I have three concerns:

1. Can I submit my passport in VAC centre of a different country? I am currently in my home country, but I submitted my application from the UK.
2. Does this message mean that I will definitely receive a visa/stamp on my passport?
3. How long will it take for my passport to be returned to me after they have stamped it? Hoping for a valuable response. Many thanks
