Should I go ahead and submit all my documents to the Local Visa Office, or should I renew my passport first and then submit all the documents once I have renewed my passport?
My 120-day deadline is in July 2010, and if I renew my passport, I will get it in June 2010.

Advantage with submitting now is that all my documents are tagged to my current passport. Also, it would be better to start processing, right?
Will it be an issue if I submit my current passport first, then just update my record once it is renewed? Current passport is not expiring until next year, March 2011.
There wont be any issue if you submit your current passport copies with the apps. Once your application is approved and your passport requested for Visa stamping, you would have to send the new passport and the old/expired one which you used for your initial application (include a letter why you are sending two passports).
Looks like you still have time for your 120 day deadline - it may be easier just to renew your passport and then apply.
