Studying 2 years diploma with just Grade 12, can work part-time on study permit?

I have a cousin in India - just completed his Grade 12, he got accepted in 2 years diploma program.
He is wondering if he could work in Canada part-time on his study permit?

Do you know how would CBSA officer decide that? Are there any eligibility criteria to be met?

Anybody studying in Canada full time is allowed to work 20hr/week during study periods and unlimited hours during official breaks. He must make sure his study permit issued at the airport says he "May accept employment ..." otherwise he will need to ask for an amendment later which takes some time.
