Sir I got 6.5 overall but 5.5in one module and I found a college in Ottawa providing a diploma course in personal support worker with such band. So if I get a acceptance letter from that college, then is it possible to get a study permit visa.

5.5 is low for academics atleast. You should reappear for IELTS and get a better score before applying. The college might accept 5.5 but CIC might give you a hard time.
Is this a private college. The college may not qualify for pgwp.
No it's a public college. Algonquin College.
