Hi my name is Michelle mukolo I applied for an extension for a study permit of April 15th 2017 and my study permit was expiring in April 19th 2015. I was advised to do so by one of the cic agent since my passport was not issued yet. But the problem is I mailed my application to the wrong office and when they returned it to me , it was may and my permit had expired already. My question is, is there no way that the office in Ottawa could communicate and provide proof that I had applied for the application before my visa expired but it was sent to the wrong office? I really don't want to stop studying because I am in between finals. Please help. Should I get a lawyer to proof that?
Why didn't you apply online? Then this wouldn't have been an issue.
Also did you apply with a valid/renewed passport?
Given that your extension application was returned, this means you are out of status.
In this case, normally one should apply for restoration of status and explain this whole situation with a letter enclosed.
But I also think it will be wise to consult a lawyer before you proceed.

I would like to reapply online because I'm afraid I would not get the response before September. Is that possible? And would I need to pay the fees again? Or can they transfer the fees I paid already

Online or by paper, it doesn't matter. Restoration apps tend to take several months anyways. No one can say whether you will receive a response before September.
The original fee may have already been refunded, so pay the study permit fee again. You can always request a refund later if it isn't refunded. You will need to pay the $200 Restoration fee as well.
