Study Permit Rejected

Hey guys, my friend applied to change her status. She’s currently holding a tourist visa and she applied for a study permit (form used was the one requesting to change status IMM5709).

She just got a refusal that said “you’re not a person described in Immigration legislation who can apply for this type of document from within Canada. An application of this type must be made at a Canadian Visa office in another country.”

Anyone been through something similar or has any idea on how to re-apply for this?

She applied for a study permit extension? She can’t change her status from visitor to student. Being in Canada on a tourist visa doesn’t give her any privledges to apply inland. She applies for a study permit and it is processed from her home country.
