Study Permit application within Canada

Hi everyone,

I am just wondering if it is possible to apply for a Study Permit within Canada? There is a mother who has two little children attending elementary school in Canada and she staying with them as a tourist. Now she also registered and got acceptance from a College. Does she has to go outside of Canada to change her tourist visa to Study Permit or is there a way to apply within Canada in her case? It will be greatly appreciated If anyone had a similar experience and share or knows anything about this topic.
