Umm... when did you cross the border, and when did you apply for the study permit?
If you'd been visiting for a while and then decided you wanted to study, then it might be believable. But if you entered Canada as a visitor, and then applied for the study permit 2 days later, then clearly you should have asked for the study permit at the border.
I'm sure it's not that black & white, but I think you will understand why I ask this -
I originally came to Canada in Summer 2016 just to visit family. I was a student in another country - I was going to a highly regarded university, I had excellent grades and I was halfway through my university degree.
However, I ended up meeting someone here.
We got married early this year.
I abandoned my studies in my home country to be with him.
I returned to Canada in Jan 2017. After a month or so I submitted a study permit.
My original study permit was for college because it was the first place that accepted me.
My real intention was to get into university - which I ended up doing just recently.
I am going to submit another study permit for university this time.
Recently, I submitted an overseas spousal sponsorship. I didn't want to do inland because I do plan on returning back home before I start school.
When I crossed the border in Jan 2017 - I only answered the questions at the border.
Nothing was ever asked about my intentions in Canada.
Not sure I can help... you've posted in the forum for the CEC program, but your issues are family class and study permits. Suggest posting in one of those forums -
