Appeal on what basis? If refused for lack of funds then rightly refused. You could reapply for a study permit. Why not apply and add your parents statements within the next week via webform. You have to show tuition and living expenses

I thought if they reject I have to leave the country immediately? How do I reapply for the study permit?
Am I allowed to submit with webform? Because they noted on my application site that "you will not be able to make changes to my application once it has been submitted. Please ensure you attach all relevant documents to your online submission. Any documents received by mail related to this application will not be considered."

Yes correct, option 1 in the form covers both, "Apply for a study permit for the first time or extend my study permit", so that should be chosen if @canstudies applied before the GMT expiry time.
