I also applied on 21st November and today i got the webform reply from them where it stated that

No, I already have a co-op work permit prior to starting my internship which expires end of July. I am just applying for an extension. Good luck with your co-op! hopefully we hear something back from IRCC soon.

Do they still add a letter to your account after they issue them like they used to? If so, how long has that taken to appear for people? (I know last time I got an extension it was only about half an hour, but there isn't anything there this time.)

They do. It does take a few days now though so by tomorrow or next.
