Study Permit extension concern

Hello,

I currently have a study permit that expires soon. For this study permit, I was in Business Administration diploma program until Fall 2024. For Winter 2025, I change it into Bachelor's of Business Administration. According to the extension requirements that if I have a change in level of study (from diploma to degree), I need a PAL. Am I understanding it correctly?
