Study permit approved but not received

Hi there, I had applied for a study permit which was approved on September 9th but its been 6 weeks and I haven't received the physical study permit in mail yet. It was mentioned in the approval letter that I should contact IRCC if it has been longer than 6 weeks but currently IRCC is focused on the Afghanistan situation so there's no way to call them. I need to provide the new study permit by November 31st. Did anyone else have this problem? if so whom did you contact?

I had the same issue with my Work Permit. I called them and they re-issued a new one but It has now been 2 weeks and I still haven't received the new one either.
