My sister got an admission approval in one of the approved DLI institutions in Canada. The program that she has been accepted in is 1 year and consists of three semesters. I want to work on applying for a study permit for her. She and I are working to prepare the study permit application, but I am just wondering, Is her application will be strong with a one-year study program? She is an engineering graduate and working in project management and operation for 4 years. The program that she enrolled with is project management. Can you please advise on how to make her application strong?
Is the course she's going for a diploma? If so then there are more chances of refusal since it'll be hard to show reasonable progression in studies and that it's worth spending so much money for. But please share her complete profile like courses she took in her engg and the course she's opting for in Canada. Only then we can suggest something.

Her program is a graduate certificate program. Regarding the courses, she is industrial engineering where she studied courses like safety engineering and management, reliability and maintenance management, introduction to project management, facilities planning, cost accounting and analysis, supply chain management, quality control, operation analysis and communication skills for engineers. She also got certification from an international institution(nebosh) in health and safety management. Moreover, she has a quality management system certification from TUV SUV. Some of this course are in the graduate certification syllabus that she has been accepted.

See that is what the concern is. She already has so much knowledge in this domain and 4 yrs of work-ex to top it all. Even though one can argue that the certification program will add to her skills, it's highly unreasonable from the eyes of a VO that she'll spend so much money on this course while she already has more knowledge than the course has to offer. He'll think of it as an easy route to come to Canada and will probably refuse the visa application.
If all other aspects like IELTS, her acads and finances are good, she should opt for a Master's program to increase her approval chances. But don't take my word as final and do more research on this.

The main motivation for selecting this program that after taking two course-based semesters, the third semester is an internship where she can apply what she studied in a work location which might significantly improve her skills.
Regarding coming to Canada, I came to know that currently there are no issues in dual intent. Also, my sister is planning to come back to her work as this program is required by her company to be promoted, but you never know what might happen after one year, she might get a good opportunity and stay in Canada. The button line is that I do not think that staying in Canada after study could be a problem ( from my point of view, I am just asking to get other experience in study permit applications|).

Yes bro this is true. But never let it reflect in your temporary resident visa application (study permit in your case). VO will not see it as dual intent but will think of it as the candidate will overstay after the permit expires or not study and work illegally. Although this seems like nonsense but this is how these applications are processed.

Well, the route is same but chances of approval are slim. You'd need an exceptional SOP to convince the officer that you've got a genuine interest in that course. I'm not trying to demotivate you but this forum itself is filled with so many applicants who chose a diploma/grad-cert/pg-diploma after having a degree and went on for a straight refusal. All I can say is that research extensively on this matter so you don't end wasting time and money.

If someone holds a bachelor degree in different field and have a work experience in completely another field. Can they go for certificate programs that are relevant to their work experience as they don't have any formal qualification/education in the sector that they are working ?

It's possible to choose anything and get approval. The thing is what are the odds of that happening.
That being said, the balance almost always tips towards refusal when one goes for a lower level of education. As per your mentioned case, chances of approval are definitely more than a person having work-ex and acads in the same field and applying for the same course again.
I'm no expert on this. Just speaking from my experience of what I saw from other cases. Such cases need thorough research and differ from case to case.
