study permit and SIN no. on arrival in toronto airport

I am going to winnipeg as a student.my question is can i apply my study permit at toronto airport (my stay is in toronto) or they will isuee a study permit after looking at my docs at winnipeg??? can i go outside to meet my friend at toronto airport?

1. If Toronto is your first port of arrival, the study permit will be issued there. You get your SIN at a Service Canada office.
2. Once you receive your permit, you are free to go and do whatever you want.
