My Bio metric is completed on May, 11, 2019. Still no response I ahve to reach Quebec by 21st September. Can we expect all pending visa applications submitted in May will get the response soon.

For those who are applying for student visa with spouse working permit and dependent child, is it possible that the spouse and dependent child got approved, but not the student permit?

I do not think so because spouse and dependent child visa's decision depends on your approval dear. I am also in the same shoes.
