I'm trying to help my cousin from Korea get a study permit for September when he is to enrol in high school.
I'm currently in contact with the international student program in my city and filled out the application to get his Letter of Acceptance.
However, my question is, is it possible for him to come here with just an ETA as a visitor and finishing processing his study permit from within Canada?
He's already been selected to go to a high school in Canada, but he hasn't registered.
My father is going to Korea to get him and then bring my cousin back with him. We did book his flight with the returning flight to be a year later, however, we're just concerned that he is going to have to go back to Korea to get his visa.
