I have a friend who is Korea who wants to apply for her PGWP in Korea, she will apply with valid permit pre July 28th and a un-valid study permit post 28th.
Now, she can get a ETA and come to Canada, but can she work here on implied status if she applies from outside Canada? Can she even come here while here PGWP is processing?
