My application was approved, counterfoil generated on 15 October 2020. On the same date, my application was transferred from ZS11947 to RC-9515 as well with a deadline in November.
ZS11947 was the senior officer that set my file to RFV COVID PACE PENDING FINDEC on 15 June 2020, and the same officer who approved my file on 15 Oct 2020.

On the bright side even if your PR takes time to arrive, you would be able to extend your work permit indefinitely to continue staying and working in Canada legally with the new work permit extension rules they've put into place.
