I found what I am going to use. Legal file holders. They are clear plastic, with 3 or 5 pockets you just drop the documents in the section and the lid closes and there is a tie. Nothing will be 'attached' to it, as it is just a big envelope with several pockets. They are used to transport documents etc. You can get manila cardboard ones too. But I will use bulldog clips to hold the forms together inside.

Maybe when your entire application is returned, because your [self-admitted] OCD pushes the buttons of whomever opens your `package', you'll appreciate what we were all trying to tell you. After all...you came here seeking our help, right?

Assemble all your documents as listed. Check () each applicable item on the list and attach the list to your documents (a paper clip will do). Send originals of the immigration forms (items 1 to 5 below) and police certificates. Send photocopies of all other documents, unless instructed otherwise. Do not send your documents in transparency pockets, binders or folders. If your documents are not in English or French, send a notarized (certified) translation with a copy of the originals.
As others have said, they request applications this way for a reason, they are processing thousands and need to be able to quickly look through, scan and then re-organise to THEIR standards. By including things they specifically ask you not to you are just hindering them doing their job, they are just going to pull it all out and throw your folder in the trash and store it in one big pile anyway.
As the other members have told you : do NOT use a binder. I'm as OCD as you are, and I used a binder, separators, plastic protectors, and color codes. When my application was returned, they had thrown away everything : binders, protectors, and separators. It's useless.

I am not talking about transparency pockets like individual pages each in their own plastic thingy... it's like an envelope... just with 3 separate divided sections. LOL The whole thing will be just one big pile dropped in the plastuc envelope sections. I onlyplan pn separating by the sponsor forms, applicant forms, and then proof of relationship / marriage. I wont even use clips or paperclips. It will all be one big mess.
