Okkkk. now thats random and i cant be sure whats happening there. mine reached them on 8th Nov and status is still CIO elegibility review complete....... if your doc recieving was before mine than i could have rationalized that decision made is relevant to CIO's decision. i still think its an error and i guess you should wait for another two weeks. if you get AOR from London than everything's ok but otherwise you should shoot them an email to get clarification on this status.

Under new rules applicants are required to send full docs to CIO and with their first AOR they will be able to see their status for CIO only and when CIO will approve their file and send it to visa office then status for the first file number will be change to "Decision Made" Note: This is purely my understanding and i might be wrong.
Under new rule it supposed to be PER (Positive Eligibility Review) after the CIO review completed....so far I knew ..
Even if it to be Decision Made then only applicant after 26 June should have the change in their E Cas but it seems this being affected (BUG??) in general even the Pre 26 June applicants as well specially those waiting to get their file "In process". Moreover to make this a more mess, some of In process applicant got their status changed to "Decision Made"... Its really a bit weird but I am sure it won't take much time to get it fixed....
I received my 1st AOR in July and ful docs were submitted on 15th Sep, its a system error i have already send them a query will let you know when i receive the reply.
;D they are acting wierd or probably their system has started playing games with them.... please do share whatever their reply is......it will bring clarity on the issue.

We regret that Ecas is experiencing technical difficulties and some files may incorrectly show that a decision is made on a filew hen in fact the application is still in process. The IT department at CIC in Ottawa is aware of the problem.
