Is State Police certificate also needed in completing Police certificate in the US or would FBI fingerprint certificate be enough ?

One needs to submit FBI only and if VO asks (later) needs to submit for state.
 
they need FBI...

I submitted before state clearance report only but they still requested for FBI clearance report.
My spouse submitted FBI only & they didnt request for state clearance.
