what is the impact of early election 28th April 2025 on the SUV file processing time speed?
Pre arrival service and PAL are not the same thing.
PAL means you can access Pre arrival service from outside Canada and settlement service within Canada. But PAL will be sent to all applicant passing eligibility, it is just a standard practice in the admin process.

If your start-up isn't prioritized under the specific criteria mentioned—like being supported by Canadian capital or a business incubator within Canada’s Tech Network—your application or process might not receive the same expedited or special treatment.
