I was wondering if I can get a medical check from a panel physician in Canada even though that I'm from another country. I don't need a check up for my WHV, but I would need a check up for my Start-up visa (I would apply there in Canada). Thank you for answering.

where it says that I have to get a medical exam before coming to Canada. Would it be better if a made a medical exam from my home country then, even though I would not first need it for my WHV? It also says that all my family members have to undergo a medical examination, even if they are not coming with me (does this mean all of my family members that live in my household?). Also could I use the exam documents twice (it would be in the timespan of 6 months)?

Exams are only good for a year. I would not do it that far in advance - otherwise it will likely expire while your PR application is being processed and you'll have to pay to get the exam done again.
All family members = your spouse / common law partner + any dependent children
