I think VO are working on the basis of draw of lot . They select applicants randomly (ofcourse after confirming MI under which application is filed) for further processing.
They (CHC) always reply that files are processed in order of receipt at their office i.e. local VO. So there is nothing like random picking or on the basis of CIC's 1st AOR.
Yes, if the file is appealing & complete in all respects without any doubts to be x-chked then it may be picked up faster. This is again what the local VO says in the reply.

Received MR, RPRF & PCC on 22-june-12.. 4:30pm. I am now out of city on deputation & will return after some time, so I am loosing day counts. I am terribly busy & hardly have any time to access net, please forgive me for late information. Can anybody tell how much time it takes to get the medicals done? In the mail, written in Bold: “Please read New Medical instructions carefully”. What is it? My nearby city for Med is Kolkata, how many days before I have to take appointment from the DMP? Does anybody have done med in Kolkata? Please suggest me about DMP, good & bad things. Don't know how to get PCC in such short time. Tips please..

First of all congrats dear,
For dmp u can check the list on chc -nd website
medicals can be done in a day but prior appointment is required
appointment time varies from dmp to dmp, i am from punjab cannot help much, but other forum members will help u out for sure
PCC can be obtained within a week
