when you apply for visa, you need submit original passport, no matter where you submit your application. The Visa has to be attached to your original passport.

2. His spouse is a green card holder, doesn't require a TRV to enter Canada, doesn't need to apply for the work permit at New York. She can apply on entry to Canada for an OWP, with her passport/green card, copy of spouse's work permit (Has to be in NOC, A, B or O.)and proof of the marriage.

ok the question you ask is if to send in passport or photocopy both should be send to embassy,.hope it help. The issue here is not just to enter Canada but to work as well that mean you will have to apply for work permit to enable her work and I assume she will not work less than six month alternatively as everyone suggest before to apply at border.

I am from India working in Canada, my husband works in USA, and wants to apply for Canada open work permit.
Could you please suggest some info on:
1. Can I apply for him within Canada (but he being outside Canada, in USA)
2. if he applies from USA (to new york office), is he supposed to send original I94 and I797 along with passport (or photocopies of I94 or I797 would work), since we are ver much concerned about sending the original documents.
