I applied to sponsor my wife and son in Nov 2015 and her file was moved to her visa office after the initial approval. On Sept 20 (date of the letter), Visa office in New York sent her a letter asking for my second child birth certificate, where we were when we got married, and a copy of the marriage certificate (which was definitely included in the application). I was not aware of the new law about proxy marriage, and I know they will use that to kill my application after waiting for almost a year. But the problem is in one section of the letter, they ask all documents to be mailed to them before Oct 6th, and then in another section it says all documents must be received within 30 days of the letter date.
I am confused and lost. Do I need to get married again? Any experience with this issue? I

Effective June 2015 all proxy marriages were banned for immigration purposes: http://www.cic.gc.ca/english/resources/manuals/bulletins/2015/ob613.asp
So you should expect your PR app will eventually be rejected. You should marry your partner in person as soon as possible, and submit the marriage certificate to CIC. There is a chance they will consider it in your current application. Or there is a chance they will not consider it as you weren't legally married at time app was submitted, in which case you'd need to start over from scratch with a brand new application.
