My brother applied to sponsor his wife in January , she received her PPR last month
So in total less than 7 months

Oh this is too long! You can also contact your MP as your application is past its normal processing time of 13 months. And yes, apply for your GCMS notes under ATIP.

Why is that? did the embassy requested another documents?

Did they also have their documents processed at the ADVO?
Yes my brother application was processed at ADVO
i have contacted my MP and they contacted the embassy , they told me that the requested documents from November 2015 was not received at the embassy
So i had to send the documents again
This time they confirmed that the documents where received and uploaded to the file
I have requested GCMS last week so in 3 weeks i should receive them to have a clear image of what is happening

Did you receive a letter stating this? It should mention where (i.e. which overseas office) the applicant package was sent to. I assume because you are posting on this thread that it was sent to Abu Dhabi?
Now you wait for them to process the application. This step can take anywhere from 6 - 24 months depending on your application complexity and completeness. They may or may not ask you for additional documents. It takes about 1 month for the application to reach ADVO. Therefore, if you haven't heard anything after 4 months from the date your application was sent to ADVO, you can request GCMS notes through an ATIP request (search the forum for how to do this).
If you haven't done so already, you should link your application to myCIC (see posts in this forum for how to do this) as it is a slightly better system for obtaining updates on your application (at least when the decision is made you will know whether it is approved or not). You can also select to receive email notifications when your status changes. This will help.
Finally, think about your relationship history...do you have a solid case for relationship genuineness? If your relationship is relatively new, then continue to document your relationship history - in case you are called for an interview.
Also, add your timeline to the ADVO spreadsheet below (in my signature)....it helps others to see what progress is being made.
