Is this process new? Do you have link or reference? If I remember correctly, in old CEC the principal applicant alone needs police certificate clearance. Now I need to rush get PCC for my spouse.

if you are including your spouse in the PR application, then Yes.

the reference is right there on CIC website when you search for PCC

No. You don't need to obtain a PCC for Canada. If they need it then they'll contact you.

No, it is not new, it was always required of all adult PR applicants (though I agree that it's not always crystal-clear in every document, you are advised to refer to the CIC website for instructions, and there it IS crystal-clear).
