The reason for refusing my application was that the college in which my wife studying is not approval for spouse work permit, which is not true. I want to apply for reconsideration. So tell me can i hope for positive and how much time it will get to answer from ircc regarding reconsideration.

If my husband is working and showing 6-7K CAD as balance and I am showing 4.5 lacs approx 6.8 CAD are these funds sufficient or do we need to show more?

I can never tell you chances. If she is a full-time student and you are showing the additional funds, it has a higher chance.
