Spouse of primary applicant applying for Student Visa

I give kudos to ya all in this forum for informative discuss that's always going on. Can any one clarify my concern? I am d primary applicant for PR to canada and on d 'waiting game' since d new 38 occupation list has not been released. I would want to know if my spouse can apply for student visa for masters degree studies at the canadian embassy, during this wait/processing periods. If he does will it not been seen as 'double intent' by d visa officer and give grounds for visa denial. Does he need to claim that he has applied to immigrate to canada previously, since he was not d primary applicant?. Responses from experienced members will be appreciated.

My wife is in Canada on study visa.
I have and indian engineering degree with 4 years work ex.
Am I eligible for Work Permit under dependent visa .
What are the chances of approval and how long does it take???
Please advice...
