You can sponsor him once you return to Canada. He will get PR and you are responsible for him for 3 years.

No. You are PR so must be in Canada to start the process. You want to be meeting your residency obligations too. IRCC posts fees on the website. Probably around $1k not including medical, biometrics, police report etc.
