Yes you still cant file your spouse under family class not until you can secure your marriage certificate and registered in the registry of marriages in your country. It is one of the most important requirements that the immigration will be looking for.

Yes you can file your spousal application if you have completed all your documents. Anyways, you will be returning to canada in two months. Just make sure while your application is in process, you have lived in canada for the required number of years to maintain your status as a PR.
Hi, I have applied for Spousal Sponsorship Inland. My husband is presently on a Visitor Visa in Canada. Our application was received on 04 Jun and AOR was received on 18 Jul. We could link his PR + OWP application online to my GC Key account. The ECAS in my GC Key account is showing "Application in Progress" since then. When would it change to "Application in Process" and what is the difference between the two.

Yes i know PR can not and will not be qualified to sponsor a spouse while outside of canada. Will he not be qualified when he was just having a 2 months vacation and eventually comes back to canada after his vacation is over?

No. He must be in Canada at the time the PR application is submitted and must continue living in Canada while the application is processed. Once the application is submitted, short trips outside of Canada are OK (i.e. 2-3 week). Two months is too long and puts the application at risk of refusal.

May i know your visa office? My application is processed in Manila Visa Office. Most of the applicants here are processed in less than a year. I have seen other countries esp in US and in Europe, their applications would take at a approximately 6 months. Your application is in the last and final stage when immigration has started your background check (BGC). Once BGC is done, Decision Made and PPR will come and you will be notified through your email. The processing times of each applicant is a case to case basis. Some may take longer and some may take lesser than expected. One's application is based on how complete and simple your documents submitted to the immigration.
