I think that really depends on your specific circumstances. For me, the needing to wait to get a medical until they ask for it would have been incredibly problematic - It was cheaper for my daughter and I to get ours upfront, combined, in Canada while visiting my husband for a month, than it would be for us to get the same exams from a panel physician in the U.S. (less than $300 CAD vs. almost $700 USD). Even ignoring the cost, the closest panel physicians to me are 5+ hours away, which would have necessitated an overnight trip and transportation costs instead of a 20 minute drive from where my husband lives. Given the 30 day window for them asking for medicals under the new system, traveling to Canada on spur of the moment notice to get an exam with a school-age child wouldn't have been a viable option either. I'm glad these changes were announced well after I sent my application in, or I would have been panicking. I was much more comfortable with the concept of having everything ready and sending it in up front rather than sending in things as they asked for them. You'll have to make the decision based on what makes the most sense for you and your spouse/partner.

Description of how they are improving the system. The differences between the soon to be old system and the new. Interesting and in my opinion, much better!!
Finally, my wife's (PA) file transferred to New Delhi, India. The process is very fast, I filed on 7th Nov 2016, got AOR on 25th Nov 2016 and the file transferred on 6th Dec 2016. People here working so fast.
