We got a letter from IRCC earlier today as a response to our "case status enquiry". They confirmed application is still being processed and is within standard processing times, but the last paragraph reads:

"In addition, if you wish to extend your stay in Canada, you may apply to renew your visitor status online. Please refer to our website for more information on visiting Canada"

But it's an outland application. I would like to know if this is just a generic paragraph. Is this something someone with an outland application has received? Or is IRCC attempting to process the application as if the PA were already in Canada?

For additional context, I noticed at some point that the PA's address changed to the sponsor's address in Canada (per application tracker). We checked with IRCC during two separate calls to understand why that happened. No explanation was given, we were assured it was not a problem and then it changed back. The PA is not in Canada and does not have a TRV. Any insight would be greatly appreciated.

Just generic. It's possible they have you as being in Canada, worst that will happen is they send an invite for virtual landing instead of passport request. That's easily dealt with when/if it happens, it'll have instructions.

In a week or two.
Tracker should now show the COPR number issued with an expiry too. If not then might be a little longer but if it does then shouldn't be too long.
Keep a check on GCKey as it got completed first than the Tracker for me even though tracker showed everything completed.

My friend got Medical request and done on 29th but are still waiting for BIL? Sponsor eligibility passed on 7th Nov but no BIL as of yet, is it normal?

I am aware that it is not recommended for a sponsor (permanent resident) to travel outside Canada while an outland spousal sponsorship application is in progress.

If, during the PR application process, the sponsor’s citizenship application is approved and IRCC is updated regarding the status change, is it safe for the sponsor to travel outside Canada while the PR application is still in progress? I understand that a Canadian citizen can sponsor a spouse even if they are living outside Canada, but I am unsure if the application will be considered as a citizen-sponsored application once the status changes during the process.

Apologies if this is confusing. Any help is appreciated.

A brief trip outside Canada shouldn't be a problem.

Short trips are fine for PRs and others. If you plan to travel much longer than, say, a month, it would be wise to advise IRCC.

I can't guarantee how they'll approach but I doubt they could get to stage of cancelling the app without reading and noting your citizenship change. That said, it could result in delays approving.

So, I plan to get citizenship first. After getting citizen status, I will start the overseas PR application in Canada and then move outside Canada until the PR application is approved for the primary applicant. Then, both the sponsor and principal applicant can travel to Canada together.

I believe this should be fine or anything else is recommended?

You can do this but you will need to make sure you provide evidence in the application that demonstrates you plan to relocate back to Canada to live here once the PR visa is approved.

I am unemployed (took time off to write a book) and living off substantial savings and investments. As I am the sponsor, do you think I should add a letter of explanation? It doesn’t specifically ask for financial info based on our case (just sponsoring spouse, no other family) and I’m not sure if this is a “only answer the questions asked” type thing or wether I should add a letter with financial statements.

Just include a short letter of explanation, yes.
