Submit Notice of Assessment it wont hurt + explanation letter. Even unemployed can sponsor wife as long as they prove how he plan to support in a letter

I got the PCC on email. Printed it out in colour (highest DPI) and sent in the application. So, technically, it was a ‘printed copy’. Application was accepted successfully.

As per the tracking spreadsheet it is latest AOR was received from app received on March 9 2020. So it still the 1st two weeks of March range by now. Hope it will go faster starting this month as per IRCC's recent press release to expedite the processing time.

No. If you read carefully there is a line in that section that says "who are not Canadian citizens or permanent residents." You the sponsor have to be one of those, so no.

No in this context the sponsor being a Canadian citizen or PR is not included. It is mainly related to a dependent who is not Canadian or PR.
