Got a response today from LVO, sent the email on 2nd of August:

Yes, initially in March and now again on 3rd of August and waiting to see if anything changed.
However I have been asked for PCC which I provided recently on 3rd August (online, by email and courier)
Waiting to see if my case could be finalized soon

Lol, we have a really similar timeline with LVO responses too. They didn't ask for my re-med, last set of notes said it has been extended. I kind of want to reply to RIH and say 'no I don't think this is of assistance at all' but that would probably piss them off

Background check starts after Eligibility is passed. It is not carried out by CIC, but by other agencies. None of us can tell you when it will start and how long it will take. it depends on the background of the applicant. For some it takes only few days and for other few months.

Call at 001-613-944-4000. I guess you'll choose 2 for IRCC. they'll transfer your call to IRCC system and you can choose the options. It will be the same office where you would connect if "1

I don't think Background check starts after eligibility is passed for everyone. In my case eligibility is still in progress along with background, security and criminality checking. OR may be lvo has devised a special strategy to waste my time exclusively. Honestly i am so mad at them for not reaching any conclusion after a year has passed. everything is in progress and no remedical request yet
