It is so funny you all keep mentioning this again, I emailed LVO about that and I wrote their response before, see below my previous reponse:
Hey All,
I have some update for all of you regarding back office pilot programme. I emailed CIC and they informed me that in this programme the original visa office such as CPC Mississauga reviews files for completeness before it gets assigned to a visa officer overseas for initial review. This helps as all the documents are completed before being assigned to visa officer and results in reducing processing time/backlog.
I guess the above makes sense as lot of people are getting request for forms, photos, PC, medical etc within a month or so of filing the application with hope that it will reduce processing time when a visa officer is reviewing eligibility.
Hope above response helps for people who were concerned about back office pilot programme.

Yes I remember this post, however the more i think about it, the more confusing it gets. The initial work is being performed in CPC-M, then why do our files say "case held for
london pilot project" ? I dont think there's anything new in this, CPC-M does these tasks for every file before assigning to respective visa offices.
Will these files be reviewed as per normal course, after August files or is LVO going to start working on something else....God knows!

I would be careful in fully believing what the email states cause i was under the impression that CPC Mississauga already checks for doc completeness when we get AOR.. if anything is amiss i thought we get the file back..
I guess thr next few months will reveal more about the situation. As of now no sept applicant has heard back from LVO which is a bit disturbing couples by the uncertainity of being in a pilot project. Guess that is why ppl keep askinh about it.

Just received a 2nd line on PA ecas after our file was transferred to LVO. Glad its moving fast
Is this AOR2?
1. We received XXXX application for permanent residence on January 31, 2017.
2. We started processing xxxx application on March 27, 2017.

Nothing in the notes anywhere about the pilot project. I guess that only happened mostly for Sep-Dec applicants.

Mine only say 'file is being held for back office pilot project'

I just recently got my GCMS notes. I'm a Nov applicant. My GCMS has notes till 7 only. I do not see anything mentioned as Pilot Programme anywhere in my notes. Can you please guide that this Pilot Project thing is mentioned in Note 8 only?

LVO doesn't send out AOR 2 but yes this is when they have started working on the PA's file in LVO.

Honestly, I'm not too sure. The only reference I have is my own notes. Maybe senior members would be able to guide you better? Sorry!

I agree, they seem to be taking it a bit too slow for our comfort levels. Hopefully they pick up their pace soon!
