My brother tried to get his future wife to come on a visitor visa and she was denied, said she needs the documents notarized. Then the next set was notarized and this lady went for an interview and told her everything was in order. Twenty some days later she was called for an interview. They gave her an envelope to open. It was someone else's document..she said that was not hers. They told her to leave the documents there and they would return them the next time she was in. They kept them and did not return them. When she asked for them they got up and left the room. Since all of this my brother went to see a lawyer in Canada and filed for sponsorship. His girlfriend had an interview for 3 hours, and asked many irrelevant questions in my opinion and after her interview they called my brother and asked him almost the same questions. In August 2017 my brother went to the Ukraine to get married. They talk on Skype at least 3 times a day. She calls if the internet is down. What on earth are they doing at the Kiev immigration office, that Canadian immigration does not know what they are doing? What do you think?
Generally speaking it's difficult to obtain a visitor visa to Canada if your spouse is Canadian since CIC knows the person likely has plans to remain in Canada long term. If she has already been denied once, it's likely there's no point applying again.
As for why the sponsorship application is taking a long time - it's difficult to say based on the limited information you've provided. You haven't told us how long they knew each other, if they lived together or visited each other a number of times before getting married, whether there are any red flags, etc. Typically an interview is requested when CIC has some concerns about the relationship (i.e. if it's genuine).
